The previous round of openness mainly focused on accelerating the process of industrialization, focusing on accepting the overall transfer of mature industries’ industrial chains, and achieving significant results in accepting industrial gradient transfers. The current development stage has changed. We are in a rotating period of re-transfer of original industries and innovative development of emerging industries. On the one hand, it is conducive to industrial transformation. On the other hand, we are required to grasp the rhythm, and change the path and driving force of opening up. In the new round of opening up, efforts should be made to cultivate emerging industrial chains with local control and voice, and build local leading companies; set limited goals, incubating industries instead of incubating companies; establish open R&D networks, and master the domination of independent innovation; focus on cultivating domestic markets and actively explore foreign markets.
