Abstract: China’s manufacturing industry is facing the continuous deterioration of external market environment and demand conditions. The fragmentation of local manufacturing technology is becoming more and more serious, the degree of capital bubble in the manufacturing industry is becoming more and more intense, and the degree of unbalanced industrial spatial distribution continues to increase. It is urgent to make breakthroughs in the following aspects. First, weave the spectrum of China’s manufacturing industry and cultivate the industrial genes of China’s manufacturing industry. Second, coordinate the synergy of factors and cultivate the industrial commons of the manufacturing industry. Third, make full use of the capital market ties to guide enterprises to sketch reasonable spatial layout. Fourth, flexibly adopt common industry support policies based on industry attributes and technology life cycles to achieve the “first purchase and first use” of localized equipment. Fifth, be good at discovering and capturing breakthroughs and break points in leading technologies in the process of industrial evolution and flexibly apply departmental policies and general policies.
