In the process of building a great modern socialist country, China has adopted a catch-up development strategy to catch up with western developed countries. The strategy, however, has undergone major changes after the 19th CPC National Congress. Its focus has shifted from high speed growth to high-quality development. In such a period when it is crucial to transform development modes, optimize economic structure and change growth drivers, and regional competition remains a driving force of economic development, it is significant for each area to effectively realize the conversion of new and old kinetic energy and build their own dynamic competitive edges in order to achieve high-quality economic development.Recently, Shandong Province has repeatedly reflected on its own development. For example, on February 22, 2019, Liu Jiayi, Secretary of the CPC Shandong Provincial Committee, delivered a speech at the Mobilization Conference for the Critical Project of Comprehensive New and Old Kinetic Energy Conversion in Shandong Province, during which he directly pointed out the development problems and bureaucracy in Shandong Province. This shows Shangdong has the great courage of “exposing its own shortcomings” and the positive attitude to actively cope with the new round of regional development competition. in such a context, Professor Liu Zhibiao, Dean of Yangtze IDEI, held discussions with relevant experts and scholars on the topic “How to Build Dynamic Competitive Edges During High-quality Economic Development”. They analyzed the general construction plan of the comprehensive test area for the conversion of new and old kinetic energy in Shandong Province, and further exchanged their ideas on how each region should build their own dynamic competitive edges during high-quality economic development.
