Abstract: In the new normal stage of China’s current economic shift and investment deceleration, technological transformation investment has a large space and quick results. It is an important way to consolidate the industrial foundation and increase labor productivity in the economic transition period. There are three reasons for the low intensity of investment in technological transformation in China, which are weak enterprise accumulation, insufficient policy support, and insufficient supply of common technologies and equipment. Here are policy recommendations to support enterprise technological transformation and equipment upgrade. Expand the scope of financial subsidy support policies, increase tax policy support for technological transformation. Innovate financial policy support for technological transformation and equipment upgrade. Reduce the threshold for enterprise equipment upgrading in many ways. Improve product quality standards and environmental standards to promote the upgrading of traditional enterprise technology and equipment.
