China's economic and social development planning, urban and rural planning, land use planning, ecological and environmental protection planning and other planning coexist. The term, content and spatial distribution of different planning are different. This results in great incoordination and inconsistency between the planning.The reason of "contradiction of multiple planning" is that the spatial planning and transformation of governance system lags behind under the background of globalization, marketization, decentralization and China's high economic growth. "Integration of multiple planning" is not a simple technical activity of the docking of planning content and comparison with map patches, but a major deployment related to the comprehensive deepening of reform. Through system reform and technology innovation, we should break the division of rights and interests of existing departments, break the restrictions of planning discipline, and form a scientific and sound spatial planning, a blueprint of multi-scale and multi-element superposition, and an information base that is data-true and coordinated.It is suggested that we should promote the reform of planning management system, the increase and decrease of planning contents, the adjustment of various planning periods, and the integration and innovation of the science and technology methods of planning.
