Chen Liu: Research on the Behavior of Provincial Governments in Promoting the Development of the Service Industry: Taking Jiangsu as an Example

China’s industrial policy during the transition period is still a hot issue at present. When studying government behavior, government policy cannot be regarded as just an abstract closed space. It is necessary to select key government levels to directly study the manifestation, effectiveness, and improvement space of government policy behavior. The behavioral policy of the provincial government is an important institutional governance structure to guide and promote the development of the service industry, and the development and reform department is the representative department of service industry management among the provincial functional departments. This article uses the notice on the development of Jiangsu’s service industry issued by the Jiangsu Provincial Development and Reform Commission from January 2007 to October 2016 as the research object. It is deduced that “funding guidance” and “evaluation and identification” are the main actions for the provincial government to promote the development of the service industry. Relevant research on government policies and current issues shows that government policies are quite targeted, but government policies are not sufficiently forward-looking and market-oriented, indicating that industrial policies with strong directivity or preference still have room for improvement.
