In 2014, the adoption of the Overall Plan for Deepening the Reform of Fiscal and Tax System sounded the advance of a new round of fiscal and tax system reform. Now, three years have passed. How is the reform going and what aspects need to be improved?The financial Strategy Institute of Chinese Academy of Social Sciences combed this issue. They believe that the basic framework of modern budget management system has been initially established. Looking back at the reform process so far based on the principle of the modern budget system, we can find that there are still some "old and big problems" to be solved in this field. It also faces hard constraints of the weak foundation of financial management and the long-standing vested interest pattern which needs to be broken. Compared with the reform tasks put forward in the "Decision" and the "Overall Plan", there are still some old and big problems to be solved in the reform of budget management system.
