It was pointed out in the just concluded central economic work conference that we should construct a low-based market business environment, strengthen the introduction of foreign capital, and better play the role of foreign-funded enterprises in promoting the development of the real economy, which improves the business environment to an unprecedented height. In fact, the improvement of business environment not only plays an important role in the development of foreign-funded enterprises, but also has a greater impact on domestic enterprises. It not only promotes the development of manufacturing industry, but also plays an important role in the development of service industry.The 12th Five-Year Plan for the Development of Service Industry points out that we should take the development of service industry as the strategic focus of optimizing and upgrading the industrial structure, establish a fair, standardized and transparent market access standards, explore market management methods which are suitable for the development of new service formats, adjust the tax, fees, land, water, electricity and other factor price policies, and create a policy system an institutional environment conducive to the development of service industry. This shows that the country has fully realized that the main obstacle to the further development of the service industry lies in the institutionalized business environment at the moment that the service industry has begun to take shape.
