Chen Jianjun: Some Thoughts and Suggestions on the Top-level Design of Hangzhou to Promote the Internationalization of the City

International cities are the products of advanced stages of urbanization. China's urbanization is still in the middle of development. By 2014, the urbanization rate in mainland China was 56%, and the developed coastal provinces and regions such as Zhejiang Province had reached 65%. To build an international city is to cultivate leading and exemplary cities that lead the development of urbanization in China. This article believes that in a predictable historical stage, Hangzhou should build itself into a city with international and regional influence, and a city with prominent functions with global influence in several functional areas. The goals of Hangzhou's urban internationalization should be: First, internationalization should be helpful to increase the degree of openness of Hangzhou inside and outside. The degree of internal openness is as important as the degree of openness to the outside world; Second, internationalization should be conducive to improving the comprehensive utilization of internal and external resources, optimizing the industrial structure, and accelerating the transformation and upgrading of cities; Third, internationalization should be conducive to the innovation and development of cities and enterprises, and to accelerating the cultivation of world-class leading companies in new strategic industries, such as the world-class company Alibaba; Fourth, internationalization should be helpful to the interconnection and shared governance of urban development and urban functions on an international and regional scale. The internationalization of Hangzhou city can first make breakthroughs in the five areas of leisure, tourism and exhibition, as well as the smart industry and cultural & creative industries, so as to promote the development of other related industries and create a "beautiful oriental capital, a world-famous city".
