The current county economic development in Jiangsu Province is facing the dilemma of slowing growth and the coexistence of overcapacity. This is not only related to the macroeconomic environment at home and abroad, but also related to the development path of promoting rural industrialization with township enterprises as the starting point. It is necessary to deepen reforms to solve the plight of county economic development in Jiangsu Province. The specific measures are: taking "controlling risks and reducing costs" as a priority for supply-side structural reforms of the county economy in Jiangsu; regarding administrative system reform as a long-term institutional support for county economic development; to promote the transfer of domestic and foreign universities and research institutes to the county area as an important means to achieve the purpose of gathering economic talents in the county area of Jiangsu Province.
