The second is to apply market-oriented and legal methods to implement debt to equity swap for difficult enterprises temporarily trapped in the trough of the demand cycle, so as to improve the proportion of enterprise capital. Third, vigorously develop equity financing, reduce indirect financing and increase the proportion of direct financing. Fourth, we will resolutely tighten the budget constraints on enterprises, especially state-owned enterprises, and strengthen the constraints and management of their own debt leverage.
