Wang Dehua: Deepening Reform and Enhancing Sustainability of Social Security System

 Since the reform and opening up, in order to meet the needs of the construction of the socialist market economic system, China has vigorously promoted the construction of the social security system, realized the basic perfection of projects, the full coverage of policies, and the basic adaptation of the security level to the stage of economic and social development, so as to lay a solid foundation for building a moderately prosperous society in an all-round way. However, the operation of the social security system still faces risks: firstly, the social insurance system does not reflect the principle of actuarial balance; secondly, the social security input sharing mechanism is unreasonable, and responsibilities are excessively concentrated to the government; thirdly, the social security system is fragmented and the problem of fragmentation is prominent. After years of rapid development, the construction of social security system is at an important historical turning point. The focus and guiding ideology of the social security work in the next stage should be adjusted according to the situation, make necessary adjustments, and strive to realize the "three transformations" and ensure the completion of the "six major tasks". Specific policy recommendations include continuing to deepen the reform of the endowment insurance system, the medical and health system, as well as the social assistance and social welfare system.
