Jiangsu's green development should give full play to the advantages of improving the comprehensive index of green development, pushing economic transformation and upgrading by green industry, and reducing energy consumption and environmental pollution, so as to solve the development problems of ecological environment quality, poor carrying capacity of resources and environment, and excessive land development intensity. The countermeasures are as follows: firstly, highlight the top-level design, deepen the reform for promoting ecological progress to establish a green development institutional framework which adapts to the situation of Jiangsu Province; secondly, stick to the bottom line, strengthen the protection of ecological red line and ecological compensation to curb the trend of continuous reduction of ecological space; thirdly, emphasize the problem orientation, make up the outstanding shortcomings in the field of environmental quality to build a national model; fourthly, highlight the transformational development, accelerate the implementation of green production, eliminate outdated capacity, to promote the combination of green development and supply-side structural reform; fifthly, focus on consumption leadership, foster green lifestyle to force supply-side green development from the demand side; sixthly, emphasize reform and innovation, strengthen the innovation of policy instruments to establish a long-term green development mechanism combining strict supervision and effective incentives.
