Fan Conglai et al.: The Compilation of Stratified Consumer Price Index (CPI) and Its Enlightenment to Poverty Alleviation Policy

 According to the different income levels of urban and rural areas, the consumer price index for urban and rural residents from 2003 to 2013 was compiled by stratification, showing that the actual price rise faced by urban and rural poor and low-income residents was higher than the consumer prices announced by the National Bureau of Statistics Index, and the price fluctuation range faced by them is the highest among all classes. The compilation of stratified consumer price index provides guidance for targeted poverty alleviation: urban low-income groups and poverty-stricken groups are more affected by rising food prices, so they can adopt poverty alleviation measures such as non-staple food subsidies and minimum living security; while rural low-income groups and poverty-stricken groups are relatively less affected by food price increases, so the rural poverty alleviation policy should be different from the urban poverty alleviation policy. The rural poor residents need more policy inclination from public services such as medical care and social security.
