To create characteristic towns in Jiangsu is a historic surpassing of "small towns" and "development zones", and a new pattern of city-industry integration, new urbanization, and urban modernization. It should be built into a characteristic urban space which is small but specialized, small but refined, small but special, small but strong, small but rich, small but living, and small but beautiful. We can start from the following aspects: to forge the internal strength of characteristic towns with industrial aggregation; to promote the construction of characteristic towns with the integration of industry and city; to connect the functions of characteristic towns with urban renewal and newcity development; to foster the evolution of characteristic towns through the reconstruction of villages and towns. At the same time, the construction of characteristic towns should be guided by the principle of "3 Dos and 3 Don'ts". First of all, be market-oriented rather than index-oriented; secondly, be refined rather than generalized; thirdly, be individualized rather than templated.
