The most important aspect of county economic competition is strategic competition, which has three characteristics: firstly, it has overall driving force which can support the development of the whole county; secondly, it has overall permeability and is able to effectively magnify the comparative advantage of the county; thirdly, it has lasting sustainability that can make the county's development road stable and far-reaching. An in-depth study of successful practices in developed countries and first-mover regions reveals that there are three main modes of county urbanization: industrial first mode, industrialization and urbanization parallel mode, and modern service industry leading mode. The key to urbanization is that cities and towns are able to form industrial support as well as provide jobs. In practice, an exogenous development path was adopted in cities and towns close to Nanjing, focusing on transforming population agglomeration effects into urbanization jobs and turning differential rent income into lasting driving force of urbanization, so as to realize the sustainable development of urbanization.
