Lin Xuejun: Research on China’s Talent Strategy in the Context of Global Competition

People are a key factor for countries to succeed in global competition. The United States and other developed countries do everything possible to recruit talents, and a large number of learned high-tech talents flow into these countries, saving them a huge amount of compulsory education funds at the basic education stage. They are the beneficiaries of the international talent flow. The loss of a large number of valuable talents in developing countries has greatly weakened their own international competitiveness.China is a country with serious brain drain. For our famous universities, the more the state invests, the more serious the brain drain. This year, the phenomenon of brain drain in China will be significantly improved. There are two main reasons why overseas talents return to China. First, the domestic economic situation is developing well; second, the immigration policies in the United States, the United Kingdom and Australia are tightened.In order to attract more overseas talents to return to China, introduce high-end overseas talents and speed up the construction of an innovative country, China should improve the system of recruiting talents, talents’ working and living conditions, and hiring and salary systems.
