On the basis of systematic factor analysis, this article believes that the key issues of Jiangsu focusing on enriching people concern three areas: the coordination of residents’ income and economic development, the improvement of the per capita income of low-income and middle-income groups, and the demographic structure that affects future residents’ income growth. The reasons for the above three problems are different. Three suggestions are given in this article. (1) Promote the coordinated development of Jiangsu residents’ income and economic development level--in the short term, the “pocket” of residents’ income can be expanded by reducing the “pocket” of government income; implement an innovation-driven strategy to promote the upgrading of industrial structure; use “double innovation” as the starting point to promote the development of the private economy; steadily increase the level of urbanization. (2) Increase the per capita income level of low-income and middle-income groups in Jiangsu--increase employment opportunities for low-income and middle-income groups in urban and rural areas; regulate the wage growth mechanism in private economic units; increase concentrated assistance in key areas. (3) Respond to the aging of the population and improve the quality of human capital.
