The strategy of the Belt and Road Initiative provides new market and resource access for China to realize industrial transfer and industrial transformation and upgrading, and the cross-border cooperative development zone is an innovative model and an important platform for promoting industrial transfer and industrial transformation and upgrading.The cooperative development zone is an emerging development zone model characterized by cross-regional cooperation and joint construction, which has the functions of exchanging resource elements, forming regional innovation space, and promoting industrial transfer and capacity expansion. In this way, we can promote the cooperative development between China's developed regions and the developing countries and regions along the Belt and Road Initiative. By means of inter-regional interaction, the cooperative development zones can drive the flow of resources and factors to alleviate the increasing pressure of industrial transformation and upgrading and the problem of domestic overcapacity faced by China's developed regions due to the constraints of land factors and the increase in labor costs. What’s more, the cooperative development zones can also promote the economic and social development of countries and regions related to the Belt and Road Initiative, and improved their industrial development levels and industrial clusters, thereby promoting the common development and the process of regional integration in the regions and countries involved in the Belt and Road Initiative.
