Through reviewing the historical development process, the previous industrial policies and the subsequent industrial layout status of China’s manufacturing industry, this paper deeply analyzes the outstanding problems existing in the development of China's manufacturing industry, closely combines with the actual situation of the development of China's manufacturing industry, and tracks the general trend of the fourth wave of industrialization in the world. A new model of China’s manufacturing development is proposed. We should deeply explore the "stock" of mature technology, constantly introduce the “increment” of new technology, build an open and inclusive manufacturing system with dynamic upgrading, efficiency and quality, and construct a structural model with strong leading ability of high-end manufacturing ecology, strong support ability of middle-end manufacturing industry chain, and strong employment absorption ability of low-end manufacturing industry. It is an intelligent manufacturing system which integrates “Industry 4.0 + Industrial Internet + Intelligent Logistics + Intelligent Business” with CPS information physical system as "skeleton", the industrial data and information flow as energy, intelligent and cloud computing processing system as "brain", and advanced communication system and data link system as "nerves".The rules, strategic choice and industrial layout of China's manufacturing industry is a delicate process. Whether it is a leading strategy or a follow-up strategy, we should choose the specific route after making the strategy clear. What follows is market strategy, technology strategy, product strategy, organizational strategy, talent strategy and investment strategy, and we should promote it step by step, master the rhythm and grasp the landing, so as to form an inclusive whole industry chain layout with dynamic upgrading.
