Based on the industrial enterprise database and customs database from 2000 to 2007, this paper studies the relationship between China's import promotion policy and innovation-driven development strategy, as well as its internal transmission mechanism through improving the existing enterprise-level imported product quality measurement method. The results show as follows. From the perspective of general trade, the improvement of the quality of imported intermediate goods has a significant positive effect on enterprise innovation, and the impact of the quality of imported capital goods on enterprise innovation is an inverted U-shaped. Technology spillover and market expansion are two significant methods to promote innovation, while reducing cost can not affect the enterprise innovation significantly. The improvement of the quality of imported products has a positive effect on enterprise innovation duration. The policy implications of this paper are as follows. China's implementation of import promotion policy is reasonable, and the implementation of positive import trade policy can promote China’s innovation-driven development strategy significantly.
