Building a moderately prosperous society in all respects is one of the "two centenary" goals put forward by the CPC Central Committee, that is, by the year 2020, the centenary anniversary of the founding of the Communist Party of China, we should build a moderately prosperous society in all respects. This is also the first strategic goal of the “Four-pronged Comprehensive Strategy” put forward by General Secretary Xi Jinping. It is a key step to realize the great rejuvenation of the Chinese nation, and the top-level design. It’s 2017 now, and there are only 3 years left before 2020. Whether we can build a moderately prosperous society in all respects and how to measure it have become the topic of general concern in all walks of life. One of the key issues is that whether it is necessary to unify the standard of the moderately prosperous society in all respects or not. To build a moderately prosperous society in all respects, there should be a national unified quantitative standard that is in line with China's national conditions, and acceptable to most of the regions. If there is no such standard, the prosperous society may become an abstract symbol with no concrete connotation. In this regard, Jiangsu has embarked on a successful exploration. Since 2003, Jiangsu first proposed the provincial index system to measure the construction of the moderately prosperous society in all aspects. After more than 10 years of unremitting efforts, Jiangsu has completed the first round of the establishment and identification of counties achieving a moderately prosperous society in 2016, which has provided experience for the whole country.
