On May 28, 2017, Premier Li Keqiang signed the State Council Order No. 681, promulgating the “Regulations for the Implementation of the Statistics Law of the People’s Republic of China”, which will come into force on August 1, 2017. Compared with the previous “Detailed Rules for the Implementation of the Statistics Law of the People’s Republic of China”, in what ways are Regulations for the Implementation of the Statistics Law new? To begin with, it has a new name, which has changed from “Detailed Rules” to “Regulations”. In addition, it has a new structure. The “Regulations” highlights the organization, implementation, supervision and inspection of statistical surveys, and both of them are defined and regulated as a special chapter. Last but not least, it has new content. First, the new concept reflects the new situation; second, profitable statistical surveys have become a prohibited clause; third, the approval of statistical survey projects has been made mandatory; fourth, the time limit for the preservation of statistical data is clarified; fifth, the statistical law enforcement inspection work is regulated; sixth, oversight and serious circumstances are defined; seventh, the foreign-related statistical investigations are regulated.
