In the context of the country’s vigorous promotion of modern agriculture and new urbanization, the Ministry of Construction, the National Development and Reform Commission, and the Ministry of Finance have clearly stated that by 2020, about 1,000 characteristic towns will be cultivated.Jiufeng Town in southern Fujian has superior natural conditions and profound cultural heritage, and should use its cultural and industrial advantages to strive to build a historical and cultural city. To become a famous historical and cultural city, Jiufeng still has several shortcomings. The first is the inconvenience of transportation, the second is the lack of planning for the development of the tourism industry, and the third is the lack of industrialized management of agriculture. To build a historical and cultural city, there are specific strategies as follows: the first is to guide the development of modern agriculture; the second is to vigorously develop the processing industry of agricultural products, increase the added value of products, and increase farmers’ income; the third is to vigorously develop the cultural tourism industry, and the fourth is to speed up land system reform, strengthen land development, and build a new type of community.
