Recently, the CPC Central Committee and the State Council issued the opinions on creating a healthy growth environment for entrepreneurs, promoting excellent entrepreneurship and giving better play to the role of entrepreneurs (hereinafter referred to as the opinions). This is the first time in more than 60 years that the central government has clarified the status and value of entrepreneurship in a special document, which is of fundamental institutional innovation significance for building a socialist market economic system with Chinese characteristics.The author believes that entrepreneurship is not only an invisible resource, but also a decision-making and action ability. It is the main source of a country's industrial competitive advantage. At present, the reason why the cultivation of entrepreneurship is not satisfactory is mainly due to the problem of the business environment. Therefore, efforts must be made to improve and optimize the legalized market business environment. The author believes that there are three main aspects.First, realize the legalization of property right protection system.Second, we should shift from industrial policy management to competition policy or antitrust law, so as to regulate market order and behavior.Third, realize the legalization of macroeconomic policies.
