 To cherish and economize on the current human capital is not only an inevitable requirement for long-term and stable social production, as well as sustainable growth, but also reflects the trend of labor demand after economic development. Manufacturing industry and service industry have different requirements for labor force. China will be a big manufacturing country for a long time in the future, and the corresponding education must be standardized and structured, while the service industry has stronger flexibility in labor demand and forms complementary with manufacturing industry, which makes it possible to make full use of all potential labor resources. The design of the social security system that originated in the industrialized countries in the 1970s must be adjusted appropriately to accommodate and face the characteristics of employment in the service industry. When considering the full use of labor resources, the old-age retirement system should also be considered comprehensively. At the same time, rational arrangements should be made so that workers can continue to receive new information, master new knowledge, form new understandings in their spare time, so as to cultivate a long-term sustainable and competitive workforce. In addition, a rational return system for human capital requires to be promoted, and simplification of income inequality should be opposed.
