According to the new deployment of the 19th National Congress of the Communist Party of China, the period from now to 2020 is the determining period of building a well-off society in an all-round way, and it is also the "convergence period of the two centenary goals". For Jiangsu Province who takes the lead in the development, this transition period has distinct Jiangsu characteristics and opportunities of the times. Therefore, the historical position of Jiangsu Province needs to be scientifically diagnosed, and moreover, we should write a new chapter in Jiangsu's modernization with superb political wisdom and great courage to act. Compared with the whole country, the time schedule for the modernization in Jiangsu Province is about 3-6 years ahead. It is suggested that in accordance with the requirements of the "Four Consciousnesses" and the reality of Jiangsu Province, the responsibility of Jiangsu in the determining period should be integrated into the overall deployment of the CPC Central Committee, and adjusted to a strategy of "gathering innovation, focusing on enriching the people, as well as taking the lead in basically realizing socialist modernization". In action, Jiangsu is required to adhere to the four "unswerving": firstly, adhere to development as the key to solving all problems; secondly, unswervingly adhere to the development concept of putting people first; thirdly, unswervingly adhere to the comprehensive and coordinated development concept; fourthly, unswervingly adhere to the continuous improvement of the Party's ability to govern the country.
