Zhou Caixia & Mao Xiaoxiang: Implementing the Military-Civilian Integration Strategy and Realizing the Chinese Dream of Enriching the Country and Strengthening the Army

 General Secretary Xi Jinping mentioned "military-civilian integration" three times in the report of the 19th National Congress of the Communist Party of China. As one of the major strategies to determiningly build a moderately prosperous society in all respects and start the new journey of building a socialist modern country in an all-round way, the military-civilian integration strategy is related to the overall situation of national development and security. It is not only a measure to rejuvenate the country, but also a policy to strengthen the army. What's more, it is the only way to build a national strategic system and capability of military-civilian integration, so as to realize the unity of development and security, to enrich the country and to strengthen the army, which is of great significance to the next step of China's economic and social development. Advancing the strategy of military-civilian integration requires clarification of several points: firstly, meeting the needs of national defense is the primary starting point for military-civilian integration; secondly, productivity and fighting capacity are the fundamental foothold of military-civilian integration; thirdly, regional coordination of industrial development is the basic guarantee for military-civilian integration . In order to implement the military-civilian integration strategy, we need to work hard on the word "unification", make a fuss on the word " integration ", seek breakthroughs in the word "new", and see practical results in the word "deep".
