The background of rural land contract policy in the new era includes: the first stage, the establishment of rural land contract relationship; the second stage, the extension of land contract period from 15 years to 30 years; the third stage, the transformation from "long-term stability" to "long-term unchanged" of land contract relationship. In the new era, the rural land contract policy has practical significance, such as promoting agricultural investment, protecting the rights and interests of farmers, advancing the "three-rights separation" of rural land, realizing the prosperity of rural industry and well-off living, as well as eliminating the ideological divergence from all walks of life on the land system. The rural land contract policy in the new era needs the following implementation measures: firstly, speed up the revision of relevant laws; secondly, accelerate the registration and certification of contracted land; thirdly, strictly protect farmers' land contract right according to law; fourthly, safeguard the legitimate rights and interests of farmers who withdraw from the land contractual management right with compensation.
