Aiming at the practical need of the development of China's open economy, this paper proposes to promote the formation of a new pattern of opening-up in an all-round way. Therefore, we need to focus on the development of the Belt and Road Initiative, attach equal importance to "bringing-in" and "going-out" strategies, follow the principle of achieving shared growth through discussion and collaboration, strengthen the open cooperation in innovation capacity, and form an opening pattern with interconnection between land and sea and mutual benefit between the east and the west. We should expand the foreign trade, foster new business form and mode of trade, and promote the construction of a powerful trade country. As an organic part of the thought of socialism with Chinese characteristics in the new era, the above conclusion has a fundamental guiding role for China to actively participate in and promote the economic globalization, and develop a higher-level open economy. I think we should carry out this strategy from the following aspects.Firstly, we should pay attention to both China and foreign countries, promote the construction of the global economic governance system and the reform of the domestic economic trade system, provide a stable institutional environment for the development of open economy, and reduce its transaction costs. Secondly, we should steadily promote the construction of the Belt and Road Initiative and achieve balanced development between the east and the west. Thirdly, we should innovate the mode of participating in the international division of labor, and shift from passively embedding in the global value chain dominated by multinational companies to constructing the global value chain dominated by China. Fourthly, we should innovate the development mode of foreign trade and investment, and improve the development quality. Fifthly, we should strengthen the cultivation of microcosmic subjects participating in the competition of economic globalization.
