The "foundation" of mixed ownership economy is the basic economic system.2. We should firmly oppose the two extreme voices. One thinks that the mixed ownership economy is diluting and weakening the state-owned economy, the other thinks that the mixed ownership economy is annexing and suppressing the private economy.3. In order to figure out the relationship between positive development and steady promotion, we need to accurately understand the mixed ownership economic economy. The reform of mixed ownership economy in the new era should be obviously accelerated and vigorously promoted on the basis of the breakthrough.4. The key and difficulty of mixed ownership economy are to focus on "two levels and one pluralism". The first level is the mixed ownership economy in the monopoly field, and the second level is the micro mixed-ownership enterprises, which has to implement the reform of multi-property right.Countermeasures for Cultivating World-class Enterprises with Global Competitiveness 1. We should let the market play a decisive role in the allocation of resources and give better play to the role of the government2. We should deepen the supply-side structural reform and link it with the development of the mixed ownership economy.3. We should accelerate the construction of the Belt and Road Initiative and give full play to the role of the state-owned enterprises as main forces and pioneers.4. We should benchmark US enterprises, their industries, enterprises in weak areas and new industries, and make major breakthroughs in these fields.
