We should proactively reform the fiscal and taxation system, consider to implement a comprehensive property tax in urban agglomerations, and actively study appropriate tax rates for all property and links, so as to broaden the tax base and stabilize the tax revenue.4. We should reform the performance assessment system of local government officials, build a diversified comprehensive assessment mechanism which covers total economic growth, per capita growth, ecological and environmental protection. 5. We should adhere to the basic principle of market dominance and government guidance, and properly handle the relationship between the government and the market, so as to let the market play a decisive role in resource allocation and make the government better play its role.
