The report of the 19th CPC National Congress declares that socialism with Chinese characteristics has entered a new era. The principal challenge facing Chinese society is the gap between unbalanced and inadequate development and the people’s growing expectation for a better life. With China's accelerating pace into an aging society, the issue of elderly care will become China’s major livelihood issue in the new era, and the major challenge for building a moderately prosperous society in an all-round way. This paper holds the view that facing the new situation of China's elderly care in the new era, vigorously developing the elderly care industry is an important means to solve the imbalanced and insufficient problem of the construction of socialism with Chinese characteristics in the field of elderly care in the new era. However, the payment ability of the elderly group is insufficient, which causes the effective demand is also insufficient. This is the fundamental reason for the poor profitability and stagnant development of the elderly care industry. To solve this problem, we must activate social capital, open up a variety of payment channels for the elderly, and establish a pension payment financial system, so as to increase the effective demand of the elderly care industry. The premise of the establishment of payment financial system is to form a standardized risk and return evaluation system, and the establishment of a standardization system of individual information for the elderly care is the first problem to be solved.
