The transition of economic development from the stage of pursuing high-speed growth to the stage of high-quality development indicates that China's economic and social development has entered a new historical position. To promote high-quality development, it is necessary to accelerate the formation of the index system, policy system, standard system, statistical system, performance evaluation, and performance appraisal to create and improve the institutional environment.Risk prevention, precise poverty alleviation, and pollution prevention and control are respectively the issues of stable and safe development, shared and coordinated development, and innovative green development in high-quality development. The focus of risk prevention is to prevent and control financial risks, which needs to deal with the relationship between financial development and financial services to the real economy, finance and real estate, and the internal financial system; to fight for targeted poverty alleviation, it is necessary to ensure the quality of poverty alleviation under current standards, aim at the specific poor people's precise help, stimulate the endogenous motivation of the poor people, and strengthen the assessment and supervision; to fight the battle against pollution prevention and control, we are required to adjust the industrial structure, energy structure and transportation structure.
