At the current stage, the focus of cultivating world-class enterprises with global competitiveness lies in state-owned enterprises. That is, we should straighten out systems and mechanisms, create a social atmosphere, and focus on promoting some qualified state-owned enterprises, especially central enterprises, to become world-class enterprises. The connotation of state-owned enterprises becoming world-class enterprises is to become "four-capable enterprises", namely, trustworthy enterprises, sustainable enterprises, enterprises that can advance with the times, and enterprises that can be widely recognized. The strategic actions to move towards world-class enterprises through reform and innovation include: summing up experience and innovating development concepts; discovering shortcomings and looking for breakthroughs; making precise efforts to strengthen key elements; and integrating resources and improving international operations.
