In the past 40 years of reform and opening up, our most successful experience is to take economic construction as the center, give full play to the role of economic system reform which acts as engines of progress, constantly balance the relations of production with the productive forces as well as the superstructure with the economic base, and continuously make economic and social progress.The reform and opening up in the past 40 years is the process of transforming the centrally planned economy into the socialist market economy. The core problem we have always faced is to deal with the relationship between government and market, with the goal of making the market play a decisive role in allocating resources and letting the government play its role better. China’s market-oriented reform and opening-up is a world miracle of economic and social development, as well as a huge victory of market-oriented reform. Supply-side structural reform is our main task in building a modern economic system, but it must adhere to the general principle of market orientation, for the reason that market-oriented reform is the real foundation for high-quality development. The old problem that should be gradually solved in the new era is to let the market play the decisive role in allocating resources, and let the government play its role better.
