It is one of the most important experiences for the success of reform and opening up to fully mobilize the enthusiasm of grass-roots governments and market micro players. This point has been continuously proved by the facts in the course of 40 years.In the next step of deepening the reform in an all-round way, we still need to make good use of this valuable experience and continue to fully mobilize and give full play to the enthusiasm and initiative of market micro entities. There’re some suggestions.Firstly, we should further improve the property rights protection system, equally and legally protect the property rights of public and non-public sectors, and encourage the enthusiasm of private entrepreneurs.Secondly, by accelerating the reform of mixed ownership economy, especially promoting employee stock ownership, the enthusiasm of state-owned enterprise managers and employees will be aroused.Thirdly, through speeding up the reform of scientific research system, we should encourage the enthusiasm of scientific and technological personnel in the tide of "mass entrepreneurship and innovation".Fourthly, we should speed up the formation of the evaluation system to promote high-quality regional development, and enhance the enthusiasm of cadres to guide work in practice with the new development concept.In addition, to give full play to the enthusiasm and initiative of primary-level governments and market entities, and encourage them to be brave in innovation and practice, we need to form a fault-tolerant mechanism for primary-level innovation on the basis of low-based governance and improvement of local autonomy.
