The emergence of urban agglomerations is an important symbol of high-quality development. Through effectively integrating innovation resources and global markets, the world-level urban agglomerations become the most economically dynamic region. China’s economy has stepped into a new phase of high-quality development, the kernel of which is to construct a modern system, with the optimization of spatial layout and the role of elements agglomeration in more outstanding position. To improve the overall competitiveness, the Yangtze River Delta region should take the opportunity of constructing urban agglomerations, promoting the regional economy’s quality transformation, efficiency transformation and dynamic transformation. As an important part of the world-level urban agglomerations in the Yangtze River Delta, Yangtze River city cluster is a significant carrier for Jiangsu to connect with the bay area’s economy and reshape the development pattern. The key point of integrating the development concept of urban agglomeration into Jiangsu’s “1+3” key functional district strategy lies in expanding infrastructure network to break the geographical boundaries, building more effective cooperation mechanism to break the administrative boundaries, thus facilitating the free flow of capital, labor, personnel and information, and improving resources allocation efficiency.
