China’s economy has achieved a rapid development that far surpassed expectations in the past 40 years. The key driving force is that we constantly enrich and improve our fundamental policy of reform and opening-up. Moreover, enterprises, especially state-owned enterprises, gradually produce vitality promoted by these policies. The proposition of “enterprise-based theory”, the corresponding transformation of corporate social role and function, the “reverse reform” of enterprise system and the gradual establishment of entrepreneur's dominant role have provided fundamental guarantee for the formation and continuance of enterprise vitality.Enterprise system is the sum of a series of norms that regulate the relationships between different groups of participants, such as owners, operators and workers, which is a complete system. There are at least three aspects in this system, including property rights system, operation system and management system.Whether the company can operate independently and whether the enterprise vitality can be sustained and continuously enhanced basically depend on the efforts of entrepreneurs. It is a logical extension for China's enterprise system reform to move from enterprise-based economy to the establishment of entrepreneur’s dominant role.
