The pro-poor growth requires equal growth opportunities, more attention to the poor, full employment and appropriate growth rate of labor income, which should be higher than the growth rate of capital returns. In recent years, we ignored our residents and the poor in Jiangsu’s development. It is mainly manifested in people’s weak sense of gain, the excessively high proportion of wage in the income structure, the low efficiency of industrial enterprises, and the more support needed for corresponding employees to increase their income. Therefore, it is suggested that the pro-poor growth should be taken as the basic idea of the strategy of increasing residents' income. Firstly, we should establish the principle of employment priority, and improve the quality of employment. Secondly, we should increase the income of relevant employees with improving the manufacturing efficiency as the key point. Thirdly, we should give full play to our traditional advantages, innovate the development path of village-level collective economy, and increase the farmers’ income. Fourthly, we should adjust the structure of financial expenditure in different regions, increasing the proportion of financial expenditure on medical treatment, science and technology, and other fields.The pro-poor growth emphasizes that the growth rate of economic growth to the poor is greater than the average growth rate. It requires equal growth opportunities, more attention to the poor, full employment, and higher growth rate of labor income.
