President Xi Jinping solemnly declared to the world that China will take four major measures to expand opening-up in the 2018 Boao Forum for Asia Annual Conference. These four major measures include ten specific measures for further opening-up. In my opinion, on the surface, the main content seems to be a response to some current anti-globalization trends. However, it in fact shows that we should transfer our policy orientation from creating unbalanced competitive advantages to producing a fair competition environment in the process of moving China’s economy from a phase of rapid growth to a stage of high-quality development. This indicates that China’s open policy has changed from the industrial policy-oriented phase to the high-level opening-up stage based on competition policy. As economic globalization is an irreversible trend of times, opening-up is a major strategic decision made by China based on its need for high-quality development. It is a significant part of the reform and opening-up, which is China’s second revolution.Gradually transferring to high-level opening-up based on competition policy is an important mark of China’s unequivocal market-oriented reform, and a major measure for us to expand opening-up and create a fair competition environment for domestic and foreign enterprises.
