According to statistics, there are more than 3000 think tanks in various fields of China, and the construction of think tanks is in full swing currently. The primary task of think tank is to research, which is also its core competence. However, some think tanks have the phenomenon of "emphasizing moves but neglecting internal skills" in their construction, and the core research ability is insufficient.The characteristics of think tank research determine its choice of operation mode. As an important part of the national soft power and national governance system, the new type of think tank of socialism with Chinese characteristics should continue to explore and innovate the system and mechanism, strive to build an interactive system of intelligence-government, intelligence-intelligence, intelligence-society and intelligence-media, and promote the formation of core competence with high-level and professional operation team.The four interactive systems do not exist in isolation, instead, they should form an organic whole, in order to support each other and provide for each other. To meet the needs of the party and the state in decision-making, a set of complete and effective selection mechanism, research mechanism, contribution mechanism and release mechanism should be formed to be used by think tanks and provide support for scientific, democratic and legal decision-making of the party and the government.
