In the past 40 years of reform and opening up, China has confronted fundamental changes in its domestic and international environment. The external environment is no longer loose, the internal environmental constraints are strengthened, and the opening up shows the ceiling effects. It’s of great necessity for us to seize the strategic opportunities of the Belt and Road Initiative, internal and external opening up, and consumption upgrade. As for thoughts on creating a new situation of opening-up, we should advocate and promote trade and investment liberalization, focus on the Belt and Road Initiative, make full use of the strategic opportunity of changing our economic role as a big country, reinvent new advantages of opening up led by innovation, and speed up the construction of a new open economic system.
