In the past 40 years, China's economic development has made remarkable achievements in the world. Thus, there’s a puzzle that why can China’s economy grow so fast. It is a to-be-solved problem with important economic significance and realistic policy value. The miracle of China’s economy growth is the victory of market-oriented reform. A series of problems and difficulties encountered in the reform are the comprehensive products of insufficient or excessive promotion in the market-oriented reform. The new method, situation, and thought of promoting reform and opening-up in the new era still need to further emancipate the mind under the background of market-oriented reform, and shape the powerful economic system for both the government and the market in their respective fields.This paper orders, summarizes, and sorts out the stages and characteristics of China's reform from three perspectives.For the new method, situation, and thought of promoting reform and opening-up in the new era, we still should adhere to the market-oriented reform. I think the most fundamental and core problem is that we have always focused on the reform of the vertical governance system in the past, but now we need to attach great importance to the reform of horizontal governance system.
