In the new era, the new approach, new situation, and new thinking of promoting reform and opening up, we still need to further emancipate the mind under the background of market-oriented reform, and shape the powerful economic system of the government and the market in their respective fields.The core logic of China's economic reform is to correctly handle the relationship between the government and the market. After the 19th CPC National Congress, China’s market-oriented reform in unswerving, and even more emphasizes on the efficiency of resource allocation.To refine the spirits of China’s reform and opening up, it can be mainly summarized into three points. Firstly, we should get close to the people, give full play to the enthusiasm and initiative of the public, markets, entrepreneurs, and individuals, and mobilize the development enthusiasm of all Chinese people to devote themselves to innovation and entrepreneurship. Secondly, we should seek truth from facts, and solve the difficulties and problems encountered in the development. Thirdly, we should carry out criticism and self-criticism, have the courage to deny ourselves, correct the deviation of reform and opening up, and constantly put pressure on ourselves.Next, we need to delegate power horizontally to a greater extent. It means building and improving the horizontal governance system, dispersing social rights to subjects such as the markets, enterprises, families, and individuals.
