Shanghai is the central city of the Yangtze River Delta, which is speeding up the Five-center construction of international economy, finance, trade, shipping, and sci-tech innovation. In my opinion, while we’re promoting the high-quality integrated development of the Yangtze River Delta, Shanghai should not attach too much importance to the general manufacturing industries. Instead, we should transfer them to other cities in the Yangtze River Delta. Shanghai should focus on developing modern service economy, accelerate the construction of a modern industrial system based on service industries, and concentrate resources on investing in modern service industries and trategic emerging industries. Only by continuously strengthening city functions such as service, management, distribution, and innovation, can the core of competitiveness be formed.This paper holds the view that it is inappropriate for Shanghai to continue to develop general manufacturing industries. It should further broaden its mind in the integrated development in the future, and take the initiative to let nearby cities integrate into the Yangtze River Delta in terms of infrastructure construction. It is also suggested that a new type of industrial cooperation should be actively developed, starting from specific projects and creating new strategic industries by division and cooperation.
