As an important support for the scientific, democratic and law-based decision-making of the Party and government, think tanks are an integral part of the modernization of China's governance system and governance capacity, and an important embodiment of the country's soft power. As an important force in building new think tanks with Chinese characteristics, institutions of higher learning should seize the opportunity of the times, find their own positioning, take the initiative to give play to their advantages, and organize forces to actively participate in the construction of new think tanks.In the construction of think tanks, colleges and universities have the advantages of complete disciplines, dense talents and extensive foreign exchanges, but there are also some problems, such as rigid system, unitary assessment and incentive guidance. To build new university think tanks, the central and local government should take the decision-making service as the fundamental guidance, and strive to enhance research capacity, so as to ensure that research results are practical and effective. Generally speaking, there are four advantages and disadvantages of the construction of new think tanks in colleges and universities: Theoretical research is strong but applied research is insufficient. Individual research is sufficient but collaborative research is insufficient. The depth of research is prominent but the speed is insufficient. The academic language ability is strong but the ability of bilingual transformation is insufficient.
