The report of the 19th National Congress of the CPC pointed out that we should accelerate to build our national innovation system, further reform the management system for science and technology, and develop a market-oriented system for technological innovation in which enterprises are the main players and synergy is created through the joint efforts of enterprises, universities, and research institutes. It points out the development direction for the construction of technological innovation system in the new era.In the past, when we talked about technological innovation, we tended to focus on innovation activities, mainly from the perspective of micro subjects, such as the technological staff and the enterprises’ technological innovation behaviors. In the new era, technological innovation should be considered from the perspective of "innovation activities" to "innovation system". In another word, it is necessary to set up systematic thinking and take into account the relevant subjects, as well as their roles, functions and mutual relations in the technological innovation system, so as to build a technological innovation system with the same goals, organic integration and common prosperity.
