The level of high-quality development corresponds to the people's satisfaction with their ever-growing needs for a better life. Entering the stage of high-quality development requires the establishment of supporting factors including the transformation of development strategy, the construction of modern industrial system, the deepening of market system, the adjustment of distribution structure, the optimization of spatial layout structure, the compensation mechanism of ecological environment and the global economy based on domestic demand. In the context of the current supply-side structural reforms, to achieve high-quality development, the three critical battles of prevention of financial risks, targeted poverty alleviation, and ecological environmental protection must be taken as the bottom line, and the structural policy with the basic content of cutting ineffective supply, fostering new growth drivers and reducing costs will be brought to the forefront to play a greater role.
