The construction of the Yangtze River Economic Belt into a golden economic belt is a new orientation of General Secretary Xi Jinping for the high-quality development goals of the Yangtze River Economic Belt. In order to achieve this orientation, the following points need to be achieved: firstly, restore and protect the ecological environment along the Yangtze River and its areas; secondly, develop transportation facilities and smooth the flow of production factors; thirdly, coordinate the economic development of various regions along the Yangtze River to narrow the development gap between the eastern, central and western regions; fourthly, remove local administrative barriers to create a good market system, and efficiently allocate resources; fifthly, scientifically and rationally design systems and mechanisms to encourage high-quality development. To build the Yangtze River Economic Belt into a golden economic belt, it is necessary to vigorously promote the strategy of industrial structure transformation and actively adjust the heavy and chemical industries along the Yangtze River Economic Belt. In order to solve this problem, we need to reconsider the benefit incentive mechanism for regional industrial transfer from the perspective of top-level design, that is, design a mechanism for sharing output value and taxation between regions along the Yangtze River and coastal heavy and chemical industry clusters, which is the most important mechanism guarantee for realizing the new orientation of the high-quality development of the Yangtze River Economic Belt.
